Prof. Chiou received his B.S. degree in physics from Rangoon Arts & Science University, Rangoon, Burma, in 1968, the M.S. degree in physics from National Taiwan University, Taiwan, R.O.C., in 1972, and the Ph.D. degree in applied physics from California Institute of Technology, in 1983. He is currently a Professor of Institute of Biophotonics, and the Dean of the School of Medical Technology and Engineering, National Yang Ming University, Taiwan, R.O.C. His current research interests include: Biophotonics, Optical Trapping and Photonic Force Microscopy, Biochip Technology,  Electro-Optcis Detection and Measurement, Optical Information Processing and Optical Storage, Photorefractive Physics, Materials, Devices, and Applications. Dr. Chiou is a Fellow of the Optical Society of America (OSA), the International Society for Optical Engineering (SPIE), and the Photonics Society of Chinese Americans.

Arthur Chiou was born in Bassein, Burma (now known as Myanma) on January 16, 1947. He is married with one child.
